Such liberalisation comes the risk of these new entrants conducting less than ethical business practises that were impossible for a state controlled monopoly; and so with liberalisation comes a new wave of regulation.

A fact of the telecom's industry is that all new entrants have had to resell all or part of the incumbent monopolys infrastructure. However, by using the Internet and the unbundled local broadband loop, VoIP is a technology that will allow a new breed of telecom operator that has no recall to the incumbent monopoly other than to interconnect with it to pass traffic between each other.

VoIP, therefore has attracted the attention of regulators, and from a European-wide perspective, the issue is that this attention varies from country to country. Each National Regulatory Authority has a different view. According to a recent survey conducted by networking technology company Spirent Communications, the International Engineering Consortium and Total Telecom magazine, twenty per cent of European telecoms executives said that government regulation is the biggest threat to VoIP, meanwhile 84 per cent believe the technology is ready for widespread deployment.

According to a Gartner report in January 2006, no common approach has so far been adopted among National Regulatory Authorities (NRAs) for the delivery of voice over Internet Protocol (VoIP) across Europe. In some countries, the service is treated as being equivalent to a regular circuit-switched telephone connection, while in others, it is considered more as a data service. Until a common approach is implemented, VoIP service providers will be unable to deliver common service platforms across multiple countries, removing one of the key opportunities enabled by the underlying technology that of cross-national competition.

The survey found that NRAs have resisted developing specific policies or regulations concerning VoIP. While no one has an appetite to aggressively regulate this technology, changes will need to happen to accommodate the rapid move in consumer and business use patterns. Gartner believes that with VoIP and other IP-enabled or electronic communications service (ECS) maturing, end users are often unaware that protection and statutory rights are not the same with VoIP services as for switched voice.

Therefore, Gartner concludes, VoIP will force broad regulatory changes, because voice telephony is being redefined. IP not only affects the pricing of voice services, but also changes the way voice services and features are ordered, provisioned, delivered, marketed and regulated. As a result, the inevitable regulatory changes will add cost to the provisioning of IP-enabled services, thus closing the end-user price advantage currently enjoyed by VoIP services.

As regards the UK market specifically, under the Communications Act of 2003 Ofcoms primary regulatory control on the VoIP market is to police a code of conduct for providers of a pubic telephony service over whatever technology to consumers and small business. (As for big business, caveat emptor.) This code of practise deals with the business process as opposed to the underlying technology and, as far as the consumer is concerned, is all that is required.

To quote from Clause 52 of The Act itself:

(2) Those matters are-
(a) the handling of complaints made to public communications providers by any of their domestic and small business customers;
(b) the resolution of disputes between such providers and any of their domestic and small business customers;
(c) the provision of remedies and redress in respect of matters that form the subject-matter of such complaints or disputes;
(d) the information about service standards and about the rights of domestic and small business customers that is to be made available to those customers by public communications providers;
(e) any other matter appearing to OFCOM to be necessary for securing effective protection for the domestic and small business customers of such providers.

How have AIQ products evolved over the years and was this crucial to the company's success?

AIQs first product, StockExpert, was introduced in 1987 and provided basic charts, Expert Ratings, and some technical indicators. MarketExpert, a market timing system, quickly followed. Each of these packages included one of AIQs signature features, the Barometer Control Panel that gives a quick visual assessment of each of the technical indicators. Demand for derivative software les to the creation of OptionExpert and IndexExpert being added to the product line solely for options analysis. Critical to AIQ's success was the decision to combine many of our packages into one suite, similar to the approach Microft does with Office. With the advent of TradingExpert, AIQ combined the strengths of MarketExpert and StockExpert into one powerful package and added group and sector analysis, a revolutionary concept at the time. Finally, a Portfolio Tracker was included and AIQ had one of the first really comprehensive trading packages on the market. Over the years, more and more powerful features were added to TradingExpert, including the Expert Design Studio, AIQs trading system writing and testing tool. How has your industry changed over the years?

Times change, and few investment software companies have succeeded as long as we have. Product is shipped on CDs now rather than 5 inch floppies. Data is delivered over the internet rather than using computer modems. Todays computers are lightning fast, allowing retail investors to employ tools that were only available to elite institutional investors.

There is no doubt that charting is now a de facto commodity provided by almost every investing or trading software service. Many of the free charting tools available on the internet provide basic price bars, including even Candlesticks and moving averages. However, while these tools provide good looking charts, they lack the power tools that the informed investor and trader needs.

Most brokerage companies also provide some technical analysis tools for their clients. However, very few offer high-end analysis tools like those incorporated in AIQ TradingExpert Pro.

The industry has also experienced big changes in software and data prices. AIQs four stand-alone DOS products originally sold at about $1500 each. And to use the software you had to subscribe to a data vendor. In the early 1990s, data cost anywhere from $60 to $100 a month but fell in price steadily over time. The biggest change in pricing for AIQ came about in the late 1990s when AIQ first offered TradingExpert Pro bundled with myTrack as a monthly subscription service. The software no longer had to be purchased with data paid for separately. Instead, you paid one monthly fee for the data and software combined. And the other bonus was never having to pay for an upgrade again.

What do you consider are the strengths of AIQ and what have they contributed to the success?

The depth of knowledge and experience of the AIQ staff is our most invaluable strength. Our experience and knowledge has led to the development of many of the unique and powerful features in TradingExpert Pro.

Our industry group and sector rotation features were revolutionary when TradingExpert was released, and they remain unmatched today. We have powerful breadth management tools that are useful in identifying market tops and bottoms. Market Breath Builder and Breadth Analyzer allow users to create breadth and volume statistics on any set of stocks or any set of indicators. Other software packages now have back testing capabilities but none are as easy as AIQs. We realized most people dont like to program code, even if the language is supposedly easy. To that extent weve created over 250 pre-built rules that users can cut and paste as they create and test trading systems. Portfolio Simulation was another pioneering breakthrough that has given AIQ an edge. As many traders and investors have discovered, back testing only goes part of the way when youre developing a trading strategy. For each pattern found, the system generates supporting information such as strength of confirming volume, direction, and trend. Patterns are also stored historically for back testing as part of a trading strategy. Chart Pattern Recognition will be an add-on service for TradingExpert Pro users.

Second, we are incorporating many of our primary analysis tools into a browser environment so that it will be possible to access your AIQ analysis tools wherever a browser is available.

Fly fishing on rivers and lakes is often portrayed as a communal zen moment in nature. Seek out the Northern Pike, however, and you are in for anything but a peaceful time.

The Pike is undisputedly a creation of some demon figure. It is big, fast, and mean. It is the rare person that would describe the pike as anything but ugly. We are talking hit with the ugly stick more than a few times ugly! Just to top matters off, this demon spawn has teeth that would make a crocodile hesitate. We are talking about the biggest, baddest fish around.

The Northern Pike is carnivorous as suggested by the bear trap that acts as a mouth. Essentially, we are talking about the equivalent of sharks from the open oceans although they are often jokingly referred to as a water wolf. Pikes will eat anything from bait to game fish to frogs towell, you get the idea. If it can get to it, consider it bait. Yes, the pike will eat other pikes.

The Northern Pike can grow very large. It is difficult to sort rumor from fact, but they can run up to three or four feet in length. Rumors of much bigger pikes abound much like the Yeti, but there has been little evidence they actually exists. The largest one every caught was a 34 pound beast in Nejanilini Lake in Canada. 42 pounders have been reported, but not documented.

As with any predator, the Northern Pike is all about stalking. It tends to hunt food by waiting in along shores in areas with coverage such as lilly, weeds, or where shoreline vegetation runs out into the water. This is a daytime hunter. It strikes quickly and viciously, so be prepared to react quickly if you hook one.

The Northern Pike is generally not much of a delicacy given a very boney body. That being said, large pikes are a regular food source in areas such as Siberia. In fact, a little known fact is pike fishing in Siberia is some of the best in the world. Of course, Siberia holds many secrets when it comes to fishing, one of the last great unexplored fishing paradises on the planet.

The Tempest is the last complete play, which Shakespeare is believed to have written. In many ways it is unlike any other of his works. It is the only play, which faithfully observes the "unities" (time [less than 24 hours], place and plot-structure) described by Aristotle in his Poetics. The entire play (with the exception of the very first scene) is set on a fictional island, which almost seems alive with magic, both visual and aural. This dream-like setting provides the perfect atmosphere for the plays fantastical happenings.

While the island is a natural place, it is also otherworldly. By creating dream-like and semi-real images, Shakespeare evades representation of the world of materiality. This setting is utilized to explore themes ranging from social order and the supernatural to the conflict between 'civilized' man and nature. This can also be taken to represent the cruelty of the European colonists of the New World, which was beginning to become more accessible to settlers at the time the play was written. Few of Shakespeare's plays have plots so driven by the supernatural as The Tempest. Magic is the agent, which creates the conflict between the different characters or factions, but it is also the method by which the conflict is ended and Prospero achieves his goal. It can represent the characters denial of human rights and ignorance of the importance of uninfluenced human emotion, but also the dangers of self-indulgence and hunger for power. As well as being used to drive the plot and keep interest among the readers, it illustrates the basic themes of love, power and politics. Also, it helps us understand some deeper themes in the play, such as the blurring of the line

between illusion and reality. This effect is well illustrated by Alonso's words: 'If you be he [Prospero] or no,' near the end of the play, when he has been so tormented by the visions induced by Prospero's magic he has little ability to differentiate between what is real and what is not. Contrasts and reflections play a major role in The Tempest One good example was how some characters in the first act had their counterparts. Ariel had Caliban, and Gonzalo had Ferdinand. The relationship between Ariel and Caliban could clearly be seen throughout Act I, scene II. Ariel was the "airy spirit" that could assume different shapes, such as the lightning flames seen on the ship (Shakespeare 31), and who had quickness, lightness, grace, and total control over his actions. On the other hand, Caliban who represented the body, couldn't control his actions and thus made him the opposite of Ariel.

He even tried to rape Miranda once, but was stopped by Prospero in the process. In fact, it might even be safe to say that Caliban was anti-Ariel, being slow, stupid, and lazy. Gonzalo and Ferdinand were also contrasted in this act. In Act I, scene I lines 28-33, Gonzalo made fun of the boatswain by saying that he didn't look like the type to drown; instead he resembled more of the type to be hanged. Thus, implying that no one on the ship would drown. This gesture by Gonzalo showed that he was an optimistic person. On the other hand, after landing on the island in Act I, scene ii, Ferdinand grew worry of his father and immediately presumed he was dead. He even says that he was now the new King of Naples. Ferdinands pessimism is evident in this regard.

From the contrasts between Ariel - Caliban, and Gonzalo - Ferdinand, one develops a character profile of the four and starts to recognize some ideas that Shakespeare was trying to bring about in The Tempest. Reflections in The Tempest can be seen as a pattern For instance, in almost every respect, Gonzalo's ideas on how best to govern an island relate directly in some form to Prospero's existing reign. Gonzalo, an honest sage, aging councilor first openly asserts his vision of a perfect society while meandering with his comrades on the sandy beach of some uninhabited, distant isle. Prospero's own notion on how a society should be set up and governed is evidenced most clearly through his current rule over the island he had long before washed ashore on. In William Shakespeare's The Tempest, Gonzalo's vision of ruling and maintaining a commonwealth mirrors that of the actual rule of Prospero. Caliban, in the beginning of the play, was the ruler of the island who is later overthrown by Prospero.

But he later tries to take revenge on his suppressor by killing him and never quite succeeds. Prospero mirrors Calibans behavior. He was expelled from his dukedom and he later tries to take revenge but never quite succeeds. Such instances are many in the play. There are many different themes in the play. It would be prudent to look at a few themes and issues in this essay. The main themes in The Tempest are charity and reconciliation. Gonzalo is a key example of charity in the play. Initially, Gonzalo aids Prospero, when he is expelled from his kingdom, by providing him with food, drinks, and books on magic. When Alonso bewails that his son is allegedly dead, it is Gonzalo who consoles him by saying the island may yet be nice to them. Prospero also is considerate and forgiving. In the end, he demonstrates no vengeance to his enemies but instead amiably forgives them for their wrongdoings, after they ask forgiveness.

This theme of forgiveness is seen in act four, scene one almost immediately with the words of Prospero to Ferdinand "If I have too austerely punish'd you, / your compensation makes amends". It is also far from Prospero's initial attitude. Prospero goes through the motions of forgiveness, but his sincerity sometimes is lost. We see a grand masque after the forgiveness of Ferdinand in act four, and in the next act, we see a rather lame apology and acceptance. The comparison of nature and society in The Tempest is another essential subject. Caliban embodies a beast from nature and when compared to the just and civilized Prospero, one realizes the definite differences. However, Antonio and Sebastian, have been shaped by society and Caliban measures more favorable when compared to these two. A civilized man is favored over a crude beast, but a natural beast outshines a wanton outcome of society. The masque element of the play is also a very important theme, which incorporates the musical and visually stimulating elements that the reader sees throughout the play.

The use of flowery images such as "Ceres, most bounteous lady, thy rich leas/ Of wheat, rye.../ Thy turfy mountain" adds to the pleasure of the spectacle. The masque also breaks up the action for the reader and eliminates the notion of the play being morbid. This positive feel foretells of a happy ending. There is a human issue to consider. Prospero is a master and a Duke, but above all, he is a father. He demonstrates his love for his daughter by his constant warnings "if thou dost break her virgin knot before/ All sanctimonious ceremonies may/ with full and holy rite.../ no sweet aspersion shall the heavens let fall.../ but barren hate". This indeed sounds like a threat, but it is easy to note that a father who loves his daughter is worried about her well-being. This human element propels the play to another level; that of empathy.

The use of magic throughout the play is very prominent and in this scene, the rest of the plays mild evidence of it is all brought together - "Spirits, which by mine art/ I have from their confines called to enact/ My present fancies". Prospero is clearly letting us know here, halfway through the masque, that this amazing spectacle is the pinnacle of his magical career. Throughout the play we have been treated to the tempest storm itself and now we see almost the climax of Prospero's magical ability. A feeling that could have been persistent in the readers mind throughout act four (that of Prosperos power only reducing), is shown in act five where Prospero says in conclusion "Now my charms are all o'erthrown". A striking note in the play is that there is a relationship between each theme and the rest of the play.

Shakespeare chronicles the play through a very poetic style of writing which brings a very happy and enchanting mood through most of the play. For the most part the nobles speak in verse. Ariel, as a spirit, shows more variety: in giving information to his master, he will also speak in the conventional blank verse, as he does at length in condemning the "three men of sin" in III, iii. Annan was quoted saying "It is precisely in places where no infrastructure exists that Wi-Fi can be particularly effective, helping countries to leapfrog generations of telecommunications technology and infrastructure and empower their people." He also went on to comment on the many companies currently working with the U.N. on bringing wireless internet technologies to those third world countries who are struggling to bring themselves into the technological modern age.

Building the infrastructure needed for fiber optics or cable internet services presents most of the poorer countries of the world with an expensive solution to their technological needs. Not only are construction and material costs presenting those considering internet services with a problem. But most existing homes and buildings in these countries are old, dilapidated, poorly constructed structures and difficult to work with. On top of that there are all the small costs of ethernet cables, and modems which most of those targeted could never afford.

Wi-Fi offers a solution that is both quick and cheap. Installation of wireless access points wouldn't take nearly as long to put in place and the cost would be considerably less. With the help of companies like Intel and the World Bank, both of whom attended the U.N. discussions, such a lofty goal does not appear out of reach. Intel has already test marketed wireless in a handful of developing countries. Should these test turn out to be a positive experience for both Intel and it's test markets, it's not difficult to see a further penetration into the third world.

The race is on to install hot spots around the world. Places like China and India present massive markets with 40 to 50 million PC's ready to be part of the global network. This number is likely to increase as PC,s and laptops become cheaper and more available. This growth corresponds with the worlds continuing lust for information.

Annan called upon those in the industry to come up with a plan for building and providing Wi-Fi for the less fortunate. He also called upon those in attendance to discover the obstacles to such a proposition and a solution to overcoming those obstacles.

Wi-Fi seems like such an obvious solution to the worlds technological unbalance. It's easy to overlook those people who live in poorer countries without the basic necessity's of the computer age. Some of these countries are decades behind in both technology and resources. Traveling abroad makes this disparity even more apparent. Finding an internet connection in some of the poorer countries is a real chore. It's a lofty goal to try and bring some balance to a world, such as the technological one, where the difference between those that have and those that have not, is so night and day. Bringing Wi-Fi to developing countries is a good start to this long and arduous task.

Many pentecostal churches teach that speaking in tongues is a heavenly language, the tongues of angels. Is this what the Bible shows? Where does this teaching originate from?

The Greek words used in the New Testament for tongues, when used in relation to speaking, simply meant language. The Greek glossa means tongue, language, and the verb laleo means to speak, producing the word glossolalia. This always refered to an earthly or known language.

There is only one verse in the Bible that mentions the tongues of angels. It is 1 Corinthians 13:1(KJV) Though I speak with the tongues of men and of angels, and have not charity, I am become as sounding brass, or a tinkling cymbal. Is Paul really saying that he speaks in the tongues of angels? This verse needs to be viewed in context and also in relation to the translation from the Greek. The word that has been translated to though when translated and used in over 95% of all other places in the New Testament, has been more correctly translated to if. Other Versions of the Bible do translate this correctly to if I spoke in the tongues men and angels.

Regardless of this mistranslation, merely reading the following verses clearly reveal that Paul is speaking rhetorically, as had he been speaking literally he would be boasting that he understood all mysteries and knew everything, which we know is not the case. These verses read 1 Corinthians 13:2-3 And though I have the gift of prophecy, and understand all mysteries, and all knowledge; and though I have all faith, so that I could remove mountains, and have not charity, I am nothing. And though I bestow all my goods to feed the poor, and though I give my body to be burned, and have not charity, it profiteth me nothing. Paul is emphatically expressing his desire that the people should demonstrate love, generosity and charity, the important fruits of the spirit, because without these everything else becomes void. He is showing that love is the most important characteristic that Gods people need to express in all aspects of their lives and their ministries. He is not saying that he really can speak in the tongues of angels and has all knowledge.

Isnt speaking in tongues used to edify ourselves?

It should be noted that all of the gifts of the spirit that God gave were related to building up the church. Evangelism, prophesying, teaching, preaching and speaking in tongues to reach the surrounding nations and rest of the world with the gospel message were all gifts to edify the church.

Paul writes 1 Corinthians 14:4 He that speaketh in an unknown tongue edifieth himself; but he that prophesieth edifieth the church. Many preachers use this verse to prove that we should speak in tongues to edify ourselves and build up our faith. Is this what Paul is really saying? If we again look at this verse in context it can be seen that Paul is in fact rebuking the church at Corinth for their misuse of the gift of speaking in tongues, and telling them that it is of no use whatsoever if they speak in tongues and no one around them understands them. He says that prophesying is far more important, as that will build up the church.

1 Corinthians 14:5-7 I would that ye all spake with tongues, but rather that ye prophesied: for greater is he that prophesieth than he that speaketh with tongues, except he interpret, that the church may receive edifying. Now, brethren, if I come unto you speaking with tongues, what shall I profit you, except I shall speak to you either by revelation, or by knowledge, or by prophesying, or by doctrine? And even things without life giving sound, whether pipe or harp, except they give a distinction in the sounds, how shall it be known what is piped or harped?

He continues on to say that they may as well be speaking into the air. 1 Corinthians 14:9 So likewise ye, except ye utter by the tongue words easy to be understood, how shall it be known what is spoken? for ye shall speak into the air. These words are far removed from encouraging them to edify themselves? The whole purpose of his message was to encourage them to stop being self-centered and work on doing things that would build up the church.

The Bible makes it clear that speaking in tongues was for the purpose of witnessing to people in their own languages that they could understand and not speaking where noone knew the meaning of the words being spoken. 1 Corinthians 14:11-12 Therefore if I know not the meaning of the voice, I shall be unto him that speaketh a barbarian, and he that speaketh shall be a barbarian unto me. Even so ye, forasmuch as ye are zealous of spiritual gifts, seek that ye may excel to the edifying of the church.
